Best VA Records Sources

I am in need of a primary or secondary source record for the birth of a distant ancestor. Parents grew up in the Frederick Co., VA and my evidence thus far indicates the child was born in Frederick Co., VA c1798. I have most details - just need a record(s) to support them - parent's will, birth record, etc.

I am not familiar with research in VA but see the Hadley Regional Library, Winchester-Frederick Historical Society and Winchester Court House listed as possible sources.

I guess my questions is is any one of these sources better/easier to work with than another. I can't devote more than a day's time as I'll be traveling from Maryland.
