Some of the information you seek is presented in a book that I own. It's entitled Barrick (Berg) Families of Frederick County, MD, Descendants of John William Barrick (Berg) by Eloise Barrick Weller.
The author explains that about 1766, John Henry Hoover and Maria Gertrude "Charity" (Barrick) Hoover moved from Frederick Co. MD to near Winchester in Frederick Co. VA. John Henry Hoover's will was probated April 3, 1815.
The John Hoover, who disowned his daughter, is son to the above John Henry Hoover, who also died in April 1815. The author says that in the final distribution of his estate, it is divided between the widow and 8 children. This John Hoover was born Jan. 6, 1764 in Frederick Co. MD, first married to Elizabeth Erehart in Frederick Co. VA and second married to Mary Martin in Frederick Co.
As for Philip, it appears there were 3 of them. One was brother to John Henry Hoover, one was John Henry Hoover's son, and one was his grandson (son of the John Hoover who disowned Sarah.)The author appears to know little about each one of them. Of John Henry Hoover's son Philip, she states that he was born about 1770-1780 and his name appears on the Frederick Co. VA censuses 1810-1840. He married Levina Bedlinger Dec. 17, 1809 & they had at least 5 children. Of the Philip Hoover who was son of John and brother to the disowned Sarah, the author only states that his name appears on Deeds when his father's land is sold.
