Find a grave shows:

Mount Olivet Cemetery, District of Columbia

Jacob Matthews Ramsey
Birth:        Jun. 12, 1892
District Of Columbia, USA
Death:        Oct. 1, 1945
Husband of the late Harriette Whitlock

Harriette Whitlock Ramsey
Birth:        Feb., 1892
Virginia, USA
Death:        1954
Daughter of the late Sarah Whitlock. Wife of the late Jacob Matthews Ramsey

The 1910 DC census shows:
Jacob Ramsey, 20y, m. 2y, b. DC, parents b. VA
Harriet, 19y, b. VA, parents b. VA

I was unable to find a Ramsey on the 1900 DC census who had a son named Jacob.

His obituary states that he died in Alexandria. As I stated before, you should be able to get a death certificate from the state of Virginia. It is quite likely that they were married in Virginia as Harriette was born there. You can check for a marriage license also through the state of Virginia. Here is a link for information.
