Petersburg courthouse records

After two trips from North Carolina to visit the courthouse in Petersburg to research my Rainey and Vaughan ancestors of that once grand city,now extremely run down city, and failing to get to look at a single record there, I must ask if there is some major problem in that courthouse. The first attempt to look at the records, I was informed that no one could look at the records in the archive section unless the clerk of court was present. I was there at 9:45 AM and he was not "in". I gave up at 2 PM as he hadn't come "in yet". Last Friday, I made second trip and arrived at 2:10PM and he was out to "lunch". The clerks there thought it odd that any courthouse let people look at the old records as I told them that I was easily able to view records at over a dozen courthouses the last 3 years in NC and Virginia during normal office hours without the clerk of court watching my every move while doing so. Is this normal in Petersburg?
