In the 1880 census, the pages for Lipps District, Wise County, VA, appear to have been bound out of order because interspersed among them are four pages labeled "Dickenson Twp., new county." These pages have a different set of visitation numbers than the ones for Lipps District. These pages are (Image #'s are at Ancestry.com):

p. 319C, Image #7, Visitation Nos. 1/1 thru 13/13
p. 319D, Image #8, Visitation Nos. 14/14 thru 20/20
p. 321D, Image #12, Visitation Nos. 21/21 thru 27/27
p. 328A, Image #25, Visitation Nos. 28/28 thru 30/30

The most serious consequence of the pages being out of order is that families spanning a page break may be split up, and it may not be obvious that it has happened because the surname is not repeated on the next page.

Dickenson County was, indeed, created in 1880, from Wise, Russell, and Buchanan Counties.
