Why are Death Records sparse in the Courthouse??

I went to Clintwood looking for death records (1880s and 90's) and I was shocked to find a small book with only a handful of records in it.

Why wasn't records kept? Did they rely on newspapers in the 1880's and 90's for obituraries? if so What newspapers served the area back then and how to I get a copy of them now ?
