1810 Cumberland help

I was wondering if someone could give me some information on Cumberland history?
In the 1820 Cumberland Co. census, John Thomas Jones was listed (with family). There was also another John Jones.

There was no John Jones in the 1810 census.

In 1809 there was a John Jones who purchased a small parcel of land from Silas Vinson (which he eventually sold back to Silas Vinson)on the South side of the Cumberland River. In 1809, the south side of the river was not Cumberland County yet. Can someone tell me what county it was. (in Tennesse)
