Ville Boro would be in the Caroline Co census of 1840, probably under St. Mary's Parish. I don't know what research you have already done, but I rather suspect that this letter mailed from near Ville Boro was in fact mailed from an academy in the area. There were several in this area, and Caroline County young men often were sent off to them for training.
The Magruders and Bankhead families were Port Royal folk as far as I know. They may very well have started out in the country, or owned land in this area, but most of their history was in Port Royal. When Thomas and Elizabeth married they lived near her parents on the river-front in the town. She, Elizabeth is buried in the Maplewood Cemetery in Charlottesville VA. Is this the cemetery you are working on?
