Yes there are papers available. I can't for the life of me remember the names. I know in 1900 it was called "The News" and it covered Lynchburg, Campbell County and surrounding areas. I am sure, given its Lynchburg, that the papers (old ones) are not online. The new ones (The News and Daily Advance) are online. Lynchburg should have a website with the name of the library. I think it is the "Jones Memorial Library" or something like that name. It will have a phone number. YOu can call and ask about getting the newspapers on Microfilm on interlibrary loan.

I grew up in Lynchburg. I don't live there now but sometimes I get back to research. Hope this helps.
