"Campbell Courthouse" is proabably a term used on the census for a Township or Divisional district I think.
Rustburg, the county seat, where the courthouse is located, is actually in the Long Mtn District.

It might be an idea to contact the Jones in Lynchburg. They hold an amazing array of documents, including census records and maps/land deeds.
