I was able to visit my local library for a few hours Sunday, but I could not find any definite information that was matching the information you gave. Here is what I did find. You may want to print this out and study it for a while.

William and David Payne are on the 1820 tax lists of Tazewell Co Va, foot note says they were in Montgomery Co, then Giles, and last in Tazewell Co VA.

(I dont know why these are in two different households unless it is an error in the typing)

I looked in the Federal Va census books and Simon Payne/Pane/Pain/Paine is not listed in Virginia for the year 1860; Could he have moved to another state, possibly Kentucky or North Carolina. Most moved to Ky.
Maybe some of this will be of help
ps: Did you notice that one Tazewell family of Simon Payne had a son named Louis. Maybe that is what the "L" stands for in your Simon S. Payne.
