(I dont know why these are in two different households unless it is an error in the typing)
I looked in the Federal Va census books and Simon Payne/Pane/Pain/Paine is not listed in Virginia for the year 1860; Could he have moved to another state, possibly Kentucky or North Carolina. Most moved to Ky.
Maybe some of this will be of help
ps: Did you notice that one Tazewell family of Simon Payne had a son named Louis. Maybe that is what the "L" stands for in your Simon S. Payne.
