The Clerk's office in Fincastle is very genealogically friendly, so you should be able to just call the office - (540) 473-8274 - and ask to speak with one of their researchers. They do not charge for time spent digging and will mail you copies of necessary documents at the rate of 50 cents per page. Donations over the stated amount are appreciated and go to their document preservation fund.
I don't recall their office hours off the top of my head, but assume they're something like 8:30-4:30 Eastern, Monday through Friday, government holidays excepted.
