Alice, it's difficult to get into the cemetery now unless you are next of kin. Certain tours, public places like the Kennedy graves, and the Lee Mansion are open, but they don't let anyone in just to wander around. But, you can look for a volunteer on RootsWeb http://www.rootsweb.com/~cemphoto/. These are people willing to take tombstone photos and maybe someone in Arlington has a pass and has volunteered.
