Dear Ms. Bolduc,
You are welcome for the tip. First, please let me preface my reply by typing that my First World War knowledge base is QUITE limited. My area of knowledge is WW 2. However, I deal with D.A.N.F.S. (Dictionary of American Naval Fighting Ships) on a daily basis, so looking up a ship's history is easy.
When a sailor's ship was decommissioned, the sailor was assigned to another duty station, i.e. another ship or shore duty. As to length of duty (enlistment) during the 1920's, I am not sure. I don't believe members of the US Navy were drafted during the First World War, & certainly not drafted during the 1920's.
As to where else to obtain facts, I suggest the Philadelphia Navy Yard Library. I utilize them on a weekly basis for WW 2 facts, & the staff is user-friendly. You may also contact the Annapolis (US Naval Academy) Library.
Good luck with your quest.

Respectfully,
Richard V. Horrell
