Merchant Marines have burial at sea available?

Leo Furnstahl, retired MM passed away in Seattle, WA 1993.
Sons want his ashes buried at sea - turned down by all naval organizations at the time. The ashes are stored with a son still waiting for someone to care enough to honor him with burial at sea. Leo plied the waters of Puget Sound except during wartimes when he would return to active military duty.

Anyone have thoughts to help these boys honor their dad the way they believe he deserves?
