How to obtian a US WWII Merchant Marine Record?

My Grand-Uncle was in the US Merchant Marines during WWII. Ths US Coast Guard is in charge of the National Maritime Center, which holds US Merchant Marine records.

I am trying to get my Grand-Uncle US Merchant Marines records based on the Freedom of Information Act (FOIA). But the National Maritime Center is saying in order to reclease his records I need a Certified Death Certificate. I have his obituary and death record, BUT NOT a Certified Death Certificate.

Does anyone know how to get a WWII US Merchant Marines records based on the Freedom of Information Act (FOIA)?
