PVT James Bailey INF under LT Stephen Decator Carpenter

Hello,

I found a bounty for land in Stephenson County, Illinois for James Bailey. It states that he was a PVT in the infantry under LT Stephen Decator Carpenter. I would like to order James' records, but I need to know which state he came from, or if he was enlisted in the Regular Army. I have looked through some indexes on microfilm from the FHL, and have come up empty. Any help would be appreciated.
