James H. Gibbs, Mexican War Veteran?

I have read an account that an ancestor of mine, a James H. Gibbs was in the Mexican War. A check with the archives at the National level did not find anything. Does an index exist for veterans at the state level? James H. Gibbs was born in New York, I understand that service in the Mexican War was not always organized by the state in which the soldier lived, but rather by where he enlisted. Would it be possible that he could have enlisted in LA or TX? How can these records be accessed? Thank you.
