I have very little experience with U.S.-Mexican War records, but if I understand your question, you are seeking the service records for Samuel Turner, right?
If I recall correctly, you will have to obtain them from the state under which he served, in your case, Texas. I did a brief check of the Texas State Library and Archives Commission website. They have an online search index to what is called "Texas Adjutant General Service Records 1836-1935" as well as digitized images of the individual service records. However, the website seems to indicate that this is not a complete list of every soldier who served. That's the impression I get - these govenment website can really be a puzzle sometimes. Anyway, I did a search for the surname Turner and had several hits but no Samuel. If you want the link, let me know and you can do some more checking.
If you haven't done so, perhaps you might want to post this message to the Texas (state) message board. Maybe with a heading like "Seeking Mexican War military record" or such. Maybe someone on that board has experience with such research. Don't know if this helps but thought I would put my two cents in......
