He may have been part of the Marine detachment on the Houston, Delilah. For some info about Marine detachments on Navy vessels, take a look at this web page:

As you will see, as next of kin you can make your record request online.

(You will also see that, as indicated in one of the links at that page, they had a disastrous fire in 1973 and many records were lost. However, Navy personnel records were not affected.)
