Help with unit identity

My grandfather was in WW 1 and among his belongings I found small medals of various colors plus a shoulder insignia. The shoulder insignia is dark blue in color with a thin red trim around the edges. Inside is a large white 6 and a large white 1 goes through the six. Assume it is 16 or 61. He also had a pin consisting of gold rifles crossed which I assumed to mean "marksman". Can anyone help with explanations of this?
