You mighty try ordering his service record here, at the top:
http://www.archives.gov/veterans/military-service-records/pre-ww-1-records.html#nwctb-listhttp://www.archives.gov/veterans/military-service-records/pre-ww-1-records.html#nwctb-list
Still looking for an actual list—I think you have to go to the actual Gettysburg Park to research this...
http://gburginfo.brinkster.net/Casualties.htmhttp://gburginfo.brinkster.net/Casualties.htm
91 Union Cavalry died in the battle (of which Usher was one); on the first day of battle a total of 950 Union soldiers died, and 900 Confederate soldiers.
Am now try the Civil War Soldiers and Sailors System:

He is indeed listed: under Ushuer, Frederick, 12th Regiment, Illinois Cavalry
It says:
Frederick Ushuer (First_Last)
Regiment Name 12 Illinois Cavalry
Side Union
Company C
Soldier's Rank_In Pvt.
Soldier's Rank_Out Pvt.
Alternate Name Frederick A./Usher
Notes
Film Number M539 roll 92
The Park Service then lists the history of this regiment, if you click on it on Ushuer’s listing at their site (too long to copy and paste, here). It is similar to the piece of it which I sent in earlier message.
If you haven’t already, it would certainly be very interesting to send for a copy of his record from the Film Number record, above at this site or from the National Archives.
I imagine you have already done this, however.
What did the newspaper snippet mean about mentioning Ushuer as “here” when the paper is in Huntingdon PA? It is not near Gettysburg. I will try that, next; but I do think as the first Union casualty they would have buried him hurriedly that day then dug him up to rebury properly soon after the Battle, as the history books indicate and as mentioned in links sent in previous msg. But is this listed somewhere?
