If any record is Federal or Military in nature then it should be at the NARA -National Archives- especially if it is before 1940's. One of Roosevelt's WPA programs of the 30's was to hire people to go out across the USA to microfilm paper records. They went to all government offices, federal court houses, county and city court houses and offices and even local churches and other "civilian" organizations and associations that would allow it to be done.
