Employment status Lightkeerers & Surfmen?

I have always been under the impression the Lightkeepers were civilian employes until the Lighthouse Service became part of the Coast Guard. Is that correct?

I have also been under the impression that was also true of those who staffed the Lifesaving Stations.
Is that correct?

Would a surfman in 1920 have been a civilian employee or a member of the Coast Guard?

Dumb questions perhaps
