hey the name in spanish is Registro Civil. If you do not need a certified copy you may look at the LDS FHC where they have microfilms of the civil registration in Uruguay. The only way you are going to be able to get certified copies is through a person that lives in Montevideo and can do the search in person, no way to do it through internet. May be and this is a long shot the consulate of Uruguay wherever you live can do something about that. I know the Argenina consulate help me. good luck
