Looking for a birth certificate from Montevideo, 1888

I need an official copy of my great-grandmother's birth certificate from Uruguay. I have researched all of the birth records for Montevideo that the Mormon church has, without any matches. I also tried to request the certificate from the Uruguayan consulate in Los Angeles, but my request was returned because I have no information on the Office Number of Judicial Section. I do have her full name, date of birth, and names and birthplaces of her parents. My Spanish is not very good, but if someone knows where else to look, I could have someone who is fluent in Spanish to help me.

Any suggestions would be extremely helpful. Thank you.
