Well, 20 men named William Lawler served in the Union Army. Am I correct when I say that you haven't found any records in Australia that show which U.S. state he lived in? Did he have a middle initial that you know of?

In your query, you say that he landed in Australia in 1863. That means that, for one reason or another, he had decided to leave the Union Army and the U.S. itself and go to Australia two years before the Civil War ended.
