Hello,

The Ullmann/Uhlmann name originated in ancient Hungary (Magyar) and later was found throughout Austria (nearly all of what is now Germany was part of the Austro-Hungarian Empire, along with Swiss and Alsace France).

The name Oulmann/Oulman is a French derivative that evolved in French speaking regions of Europe (France, Belgium, French-speaking Switzerland). This occurred due to the phonetic differences between Germanic and French tongues.

The Germanic pronunciation of ULL (or UHL) is "OOOL". So French speakers recorded this as "OUL", (phoenetic French - "OOL").

So we ended up with people of the same name, spelling it differently in different areas.
The surname Oulmann/Oulman is found throughout French speaking Europe, so it is not surprising to find the name in Algeria - once upon a time a French colony.
