In the Interwar Period (1921-1939) Volyn was broken down to several regions, one of which was Zhytomyrskie wojiwodstwo/region, part of Reconstituted Poland, which had not existed as a geopolitical entity for the previous 125 yrs. Post WW2 this region became a part of SSR Ukraine, under Soviet domain until 1991, when Ukraine became independent. Technically Oleksa Jakov/menko was born in Volyn, part of the Russian Empire.
