How to retrieve birth certificate?

Hi,
how can I retrieve a birth certificate for my great grandmother who was born in Lugansk? She was born as Emma Maecker on November 8 of 1905.
Is there an archive (possibly on the internet?) that is free to use? Are there public records? I am a German, living in the USA, I don't speak ukrainian or russian, so I don't know where to start.
