Technically from late 18th century (last partition of Poland 1795) to 1918 there was no such geopolitical entity as Poland.
Could Grandfather have meant Bialo Potok in what is SE Poland today????
From late 18th century to 1918 was a wies/village, Bialo Potok> Nowy Targ powiat/adm district > Kroscienko (nad Dunajem) gmina/judicial-tax district> Nowy Sacz /Neu Sandec Wojiwodstwo/Region > Galicia Province > Austro-Hungarian Empire. The Immediate Region contained some 400+ Highlander Villages.
Today called Tylka-Bialo Potok (49.26-20.23)> Powiece Nowotarskim > gmina Kroscienko nad Dunajem > formerly Wojiwodstwa Nowosadeckiego until 1999, today Malpolskie Wojiwodstwo > SE Poland.Can be located using Shtetlseeker.com.

From late 18th century to 1918 Bialy Potok had a population of appx 1200 & 239 houses.80% were ethnic Poles.20% were Ruthenian/Ukrainian.There were several Jewish families in the village as well. The filial Roman Catholic Church was in Chomiakowka and the filial Greek Catholic Church was in Romaszowka. Czortkow was both the administrative and the judicial/tax district > Tarnipolskie Wojiwodstwo/Region > Galicia Province, administered by ethnic Poles for the AUSTRO-HUNGARIAN EMPIRE. 1918-1919 Region became a part of the West Ukrainian Nat'l Republic.1919-1939 Tarnipol came under Reconstituted Poland's domain.Post WW2 it belonged to Soviet Union until 1991
when Ukraine became independent.
