If you want to facilitate your search, using Ukrainian is ideal.
An inquiry using Russian, might or might not get a response, depending on the local politics.
Ukrainians are not automatically fluent in Polish.If the Village Administrator is not literate in Polish and chances are he might not be, don't expect that he will go out of his way to locate someone who is.
