Suffix transliteration of your surname can be tricky:wicz/wich/witz/vich etc.
Try running a search using STARTS WITH on this link.
I used URBANO, male (w/o gender search will produce nothing). Give yourself a few yrs front and back flexibility on immigration dates.Click off Russian, Ruthenian/Ukrainian & Polish on ethnicity.
I found several Iwans and Jans that might fit the birth yr.

Russian Poland would have encompassed what would be the old Vohlyn Guberniya that is Vohlyn & Rivnenska Oblasts/Regions in Ukraine today.There was also a large population of Ruthenians in Chelm Region & very immediate area in what is Poland today. Both these regions were part of the area frequently referred to as Russian Poland at turn of century.
