You can find all available extractions for Lutheran records in Volhynia at http://www.odessa3.org/collections/stpete/volhynia/http://www.odessa3.org/collections/stpete/volhynia/ .Unfortunately they stop in 1885 and there do not appear to be any Stremels in the area prior to that time.There are lots of Muller / Mueller / Miller but you would have to know names of ancestors to connect to them.Records post 1885 do exist in St. Petersburg Archives but are virtually impossible to access.
You may find additional help with researching Germans in this area at http://www.sggee.orghttp://www.sggee.org or, if you can read German, at http://www.wolhynien.dehttp://www.wolhynien.de .The latter is a bit more helpful for Germans who were repatriated any time after WW I and they have a forum in which you can post in English.
