What made you come to the conclusion that GGrandparents' Kapustyn is in the Khmelnytska oblast/region today?

As per Ellis Island Records, in 1913, GGrandmother, Tatyana Ljacepernjuk, was emigrating thru Libau, exit port
on the Baltic Sea. She was coming from Kapustyno > WOLYN GUBERNIA. Since she was Vohlynian, the suffix of her surname would very likely be NIUK / NJUK / NYUK = in Ukrainian.
