Researching that time frame will be very difficult. There were many Walz and some Waltz in the region during the 19th century. See:

Set the first search category to St. Petersburg Archives and search for both spellings of that name. These, by the way, are German Lutheran records. The available records stop in 1885 so research after that is very difficult.

You may get more help by contacting http://www.grhs.org which is a Society that serves Germans from that region.
