I found puft3ra.exe in a sub folder of My Documents on a Win 98 machine, so apparenmtly it was installed from there. If you have, perhaps, reinstalled some version of Roots or UFT2 after your last UFT3 Installation, the registry will point to it, not UFT3.
As to the compressed backup copies, copying them over to the hard drive from the CD and changing the attributes from Read Only may solve your problem there.
