Here's what the online knowledge base says about this:

The Close button (X) is disabled on most windows. To close a window, use the OK or Close button on the window, press Escape or choose Close from the Control-menu box in the upper-left corner of the active window.

It is a limitation of the development tool used to create UFT that prevents the X from being used.
