It all depends on what the meaning of "is" is.

As to D-G-E, I should have phrases it as a "string search for (dredge of perhaps a subset of dredge)" so as to filter out access to cetain URLs. About a year and a half ago it became apparent that UFT users in the Washington DC area in particular could no longer reach the UFT Knowledge Base from work, although they could still get access from home.

Therefore I jumped to the conclusion that there was a relationship between the two.
