I got some more information from Blue and Melissa on this. They haven't run across this either but did some additional
research. They really couldn't find much on this DLL file.

Blue said that he couldn't find out a "why" for the problem, but he'd have to guess 1) some newly installed program put different OLE components in the machine (VERY LIKELY, and most programs don't tell you they're doing it) or 2) files have become corrupted
(unlikely)

Here's what he said to try:

1) Exit all programs. Go into Control Panel/Add-Remove Programs/Windows Setup, go to Accessories, and uncheck "Paint" if it is checked. Shut down and restart (if you removed the check.) Go back into the same place, and check the paint program, let it install itself.

This *should* reinstall OLE. It might not, though, if the versions/dates on the ones sitting on their machine right now are
newer.

2) If THAT is the case, they will need to go to the C:\WINDOWS\SYSTEM directory, and do a REN OLE*.* *.OLD, then reboot, then reinstall a Microsoft Office product such as Word, Excel, or Powerpoint.
