You would insert the Windows CD-ROM, go to a DOS prompt, and type the following:

CD\WINDOWS\FONTS
EXTRACT X:\WIN98\MINI.CAB SSERIFE.FON
EXTRACT X:\WIN98\MINI.CAB SERIFE.FON

You will need to replace the X: above with the drive letter of your CD-ROM drive (often it's D:, but it can vary on many systems.)

This will copy it back into your fonts directory. Then, restart windows and it should show up in Control Panel/Fonts!
