I tried to duplicate your problem with Win98SE, but could not, and you have already tried running fixme.bat. Be aware that the UFT Editor is a 16 bit application and may not work right with later double byte or unicode Truetype fonts for printing, even in Win 95. (Display fonts may be different and pretty much beyound your control anyway).
Is it possible that you have loaded the necessary browser support to use Paf 5 with Unicode? You may need to downgrade on your Arial or Times New Roman TT fonts, or if you have changed your font selections from these two to go back to UFT defaults. Also make sure Font>Script is set to Western, in case that makes a difference in UFT 3. Script selection seemed to have been disabled in some 2.x versions.
