XP and 3.0 - Can't Load Program

I have XP and UTF 3.0 but when I insert the program disk all that happens is that it spins in the drive. I have an older 98 and can load it on that, so I know the CD is okay. Problem - had another computer that broke but had saved files in .pro extension on zip drive - now have new computer with XP but can't load program and borrowed 98 version computer loaded program but has no USB port for the Flash drive so I can't transfer files. I have put them on my XP from the flash onto both CD and hard disk but when I go to open them in the 98 computer it doesn't recognize them. Would like to know why my 3.0 won't load into my XP at all - don't get any error messages, just spins. HELP !!!
