I went to the website you suggested and while that didn't solve my problem directly, while I was following the steps it listed, I saw some error messages that enabled me to figure out what was wrong. I got an error stating I can't write to a read-only file. Going into Windows explorer, I discovered that several of my library files, including all the place files, had "Read Only" checked in Properties. After selecting all files and unchecking Read Only in Properties everything seems to be working normally.
