A few years back, Mr. C., a UFT User,pointed out that Adobe Photo-Deluxe was associating certain image files, including, and perhaps limited to, BMP with it's application. But said versions of Photo-Deluxe apparently did not support BMP.
Is this the type of problem you are having? The suggested fix at the time was to reinstall MSPaint. It may be better to just right click on a file of the a BMP extension file in Windows Explorer and change the file association to a program that suports it as a server.
