"Old Wire Road" Location

The "Old Wire Road" is the road that used to run by the federal telegraph line until the last 1880s. The "wire road" lines were later used as a telephone system. Graham had a telephone in the late 1880s that ran to town and points beyond.

I wonder if you are kin to the Whitmire that was a Blacksmith in South Bend in 1888?

The old wire road ran through "downtown" Elbert during the early 1900s.

The old wire road that is in Throckmorton county near Elbert is on private property, but a search of the Throckmorton land records should give you some legal indications on where Robert Whitmire lived in those time periodds. Elbert is located in Throckmorton county.
