Actually, this happens all of the time that birth certificates are not filed in the 1903-1940 time period. Even though the State required the filing of birth certificates in 1903 they did not put teeth into the measure until the mid-1930s.

All you need to do is go to your nearest county seat that is "on-line" and file a birth certificate. You need to bring your driver's license and perhaps a social security card. You don't need to go to Young county to file a birth certificate.
