I don't have any firm info for you, just a couple of ideas.
First, for reference, you may want to read about the Carlsbad Sanitorium in Tom Green Co. I grew up in West Texas and passed the sanitorium a ton of times. Unfortunately, as you will read, Charlie missed the building if the sanitorium by a year. But what was interesting to me is that death certificate said he died 14 miles west of San Angelo and the sanitorium is 16 miles NW; right in the same area.
Next, I took the death certificate in to some image software to see if I could bump up the contrast. I'm convinced it says "Catholic Cemetery San Angelo Tex." The only Catholic cemetery I can find in San Angelo (there are others in Tom Green Co., but this is the only one I found in San Angelo) is Calvary Cemetery. My best recommendation is to contact the Catholic Diocese in San Angelo and see if they have burial records. The list of burials in Calvary on Find a Grave is limited, but it does look old enough to have graves from 1911.
