There is a David Gray who has a website for searching for adoptive parents or children.
David has spent his own money and time to inventory all the State Indices for Births, Marriages, Divorce and Deaths at Lorenzo DeZavala Library in Austin.

I met him about 6-8 months ago and learned of his website which incidentally included "delayed birth records" for persons born late 1870's to 1900's!
www.adoptionsearching.com then register with a user name and password; Once accepted, go to "PEOPLE FINDER" and click on Births, Delayed Births, Marriages (by County) and Deaths (from 1876 to 2002(?)).
He may have placed this site on a pay per view but anything to get Texas Archives would be worth it!
