With that information you could contact either the County Clerk of Williamson Co for a death certificate (your relationship would qualify you for such) or contact Texas Bureau of Vital Statistics in Austin (they have an online page that explains the rules and costs) for a death certificate (then wait six months for the document to arrive).
You may want to go to the above web page and download a SS5 request form to file with the social security department.
You may want to try some of the early 1900s census reports that are online or marriage indexes.
You may want to contact the local Florence newspapers for obituaries. Also, Florence, Tx phone books (online also) for any Webbs living there.
WorldConnect did not have an Albert Leonard Webb but had several Albert Webbs (none fit your father's dates).
You will have to do this work yourself, as it takes time to do what you have asked me to do for you. You may have to hire a private eye or professional genealogist to do the research for you.
Cyndi's web page has a section on beginning genealogical searches and links you may want to follow. Genealogy is not easy work and the facts normally do not pop up overnight. Especially with living relatives, as most gedcom files online will delete basic information about living descendants to protect the privacy of those living.
